What type of scooter or small/light motorbike should I buy for Seattle? (riding a few hours a week)?

I weigh about 200lbs and the only thing I’ll be carrying is groceries. I used to ride a bicycle a lot commuting around Boston so I have the ride-safely angle down; I do not want to speed or do tricks, I just want something sturdy, light, and safe, and it doesn’t need to be highway legal but that would be a bonus; is there a minimum speed or cc’s that a scooter or small motorbike has to have to be highway-legal? Also, I probably would just pull over in periods of really heavy rain, and may therefore not need a windshield; but Seattle is rainy. If you are a resident of Seattle and ride a scooter please identify yourself, so that I can know you are the best source of info. If you are a scooter rider who is experienced in rainy weather anywhere, please also say so. (In ice and snow I’ll take the bus!)

I live on Whidbey Island and ride a Honda VLX. Check out Johnny Pags website. They are inexpensive and good for around town. Just add some saddle bags from http://www.leatherup.com and you are set.
