Yes it is, at least I hope so, because my friends’ kids all have them.

I heard that you have to be at least 12 years old to use it, because an eight year old on the adjacent street (to mine) used it, and a cop regualarly patrols there, and he warned the kid not to use the mini motorcycle because he was under 12. But, it may be different where you live. They’re not very safe for anbody in my opinion, plus it’s healthier to ride a bike, and in some cases, more of a thrill.
