Try a drop of oil on the hinge.

Look at the hinge and see if it is bent or twisted. If so, place a little oil (i would use grease) and then put a flat head screw driver under the hinge, and GENTLY pry up the latch portion. Do not force it…. if you break the latch you have a broken scooter!
