You may be able to replace your motor with a higher wattage unit.
If it fits in the space constraints this would give you more horse power that would allow your scooter to handle higher torque of a change in gearing. Also make sure that the wheels are clean and lubricated if needed.

You don’t. Because if you do you will need to get license plates for it. They are kept to that speed so you won’t need to get a license for it.

If you want faster, buy a motor bike.

Take it to the top of a hill and go down.
Get a grapnel and hook the car in front of you so it will pull you along.
Push with your feet.
