I am traveling to a different country from the U.S. and was wondering if I would be able to take a razor scooter in the luggage. NOT carry on.

I think you are asking if you can check the scooter as you would a piece of luggage? If so, the answer is yes. It will be tagged and shipped in the belly of the plane. Afterwards you will have to collect it and go through Customs, just as if it were a suitcase. You will be charged a fee for this shipping. It varies with each airline, so check online or call the service desk for an estimate.
If it will fit in your luggage, you will avoid the extra charge.
